OTTAWA — Rookie cops with less than five years on the job should be barred from carrying Tasers, and experienced officers should only use the stun guns when a suspect is “combative” or posing a risk of death or danger, says the RCMP’s civilian watchdog.
In a final report on the use of the controversial weapon released yesterday, Paul Kennedy, chairman of the Commission for Public Complaints Against the RCMP, also recommended police be required to seek immediate medical attention for individuals zapped with a Taser.
Kennedy said incident reports of shots fired at fleeing suspects, children and elderly citizens are evidence the stun gun is being used too often and in inappropriate circumstances.
“This is a time for a more conservative use of this weapon,” he warned.
