A second video involving Blackwell Police officer John Mitchell has been posted on the Internet.

The video shows Mitchell using OC Spray on a juvenile before placing the teen under arrest.

Blackwell Police Chief Fred LeValley said Saturday that the incident involving the juvenile has been investigated but he could not go into details because the case involved a juvenile.

LeValley said that both videos on the Internet were obtained through the Freedom of Information Act.

He said that both Blackwell City Attorney Mary Ann Karns and Kay County District Attorney Mark Gibson agree that future police dash cams should not be released until discovery so that a jury is not prejudice.

I love how they beat him when he is on the ground.
